NPR reports that outdated SNAP payment security lets criminal rings steal recipients' grocery money. By 2033, wider adoption of chip-based benefit cards is a plausible repair, though it would require funding and would not eliminate every kind of fraud. The picture shows the outcome at the checkout: a protected payment and a full bag going home.
